What is Housing Tenancy and Sustaining Services?

Housing Tenancy and Sustaining Services (HTSS) are a CalAIM Community Support for eligible members who need help keeping housing once it has been secured. Anchor works with the member, landlord, care team, and other supports to identify risks early and protect housing stability.

Who may be a good fit?

HTSS may fit a member who has recently moved in, has a history of housing instability, needs help understanding lease responsibilities, or is experiencing a tenancy problem that could lead to eviction or loss of housing.

HOW TO START

A clear referral path

Send the referral through Anchor’s secure intake hub. Our team reviews the member’s plan, county, requested service, documentation, and urgency, then coordinates the appropriate authorization path.

Questions about Housing Tenancy and Sustaining Services

When should tenancy-sustaining services begin?

Support is most effective when it begins at or soon after move-in, but a referral can also be appropriate when a tenancy concern, landlord notice, recertification issue, or other risk emerges.

Will Anchor communicate with the landlord?

With appropriate member consent and within the authorized service, Anchor can help clarify issues, coordinate reasonable next steps, and support communication between the member, landlord, and care team.

Does HTSS cover rent or legal fees?

No. HTSS is a service benefit, not direct rental assistance or legal representation. The team can help connect the member to appropriate rental, legal, benefits, or crisis resources.

Can HTSS follow Housing Navigation and Deposits?

Yes. The three services are designed to address different stages: finding housing, overcoming eligible move-in costs, and sustaining the tenancy after move-in. Each requires its own eligibility and authorization.
